Why is my page showing I've exceeded my spending limits when I've not purchased anything in years!

I quit playing a few years ago. I came back in to play and I’ve got a banner that comes up and says I’ve exceeded my spending limits!! ??? I have not made any purchases in almost 3 years!! Please remove the banner so I can make purchases and buy gems etc. Thank you.
